A MESSAGE FROM BILL LANGER
I would like to say that John Keane, Jerry Krzyzkowski and the rest of the CCMT members deserve a hearty THANK YOU from all the Regency residents. Regardless of what the final settlement is regarding the revaluation lawsuit, these men gave unselfishly of their time and efforts on our behalf. I know that they spent an innumerable number of hours trying to resolve this issue not for their own benefit, but for the community as a whole. Several years ago John saw what he perceived to be a discrepancy in the way our property taxes were determined and he and Jerry became the driving force behind the lawsuit and never diminished in their efforts. It is because of people like John and Jerry and the rest of the CCMT that the Regency has become such a great place to live. Whenever we see one of these men we should each shake their hand and personally tell them how much we appreciate what they did for us.

Sincerely

Bill Langer

(EMAILER'S NOTE: Bill, you are absolutely correct. Win or lose (and I think we won), their dedication and perserverance to this project goes beyond question. Their committee should be congratulated as you so eloquently mentioned in your email. I know that everyone at Regency is indebted to each member of the committee for all the time and effort put into this project to bring it to a final conclusion. Many thanks!!

A MESSAGE FROM MARK KLEIN REGARDING THE RECENT BURGLARY

As I stated in my last e-mail to you New Years Eve day, I did call the Police Department to make sure they had plans to patrol the perimeter of Regency New Year's Eve. The officer I spoke with was the officer who was the first to respond to the alarm. The following is the information he gave me:

The belief is that the burglar was dropped off by car at the entrance on Mount Mills Road and that he ran closely along the wall behind the homes on Country Club. He stated that these backyards were jet black and he found that not one rear light was turned on nor did any one have rear lights with motion detectors. The Police investigators believe it is the same group who broke into many homes in Encore, homes that were mostly behind the strip mall which gave them visual protection. These burglars hit after it starts to get dark around 6:00 pm, at this time if you are home you would turn your lights on, so he hits the house that remains dark. Entry was made through the stationary side of the sliding patio doors which are not alarmed. By the time the motion detector goes off and sends a message to central station who then will call the home first and only after not getting an answer will then proceed to call the police. This gives the burglar at least ten minutes to take what he finds ( jewelry & money) and get out. The officer believes that these are well prepared, experianced career criminals who use timing and a cell phone to make sure the car is there for the getaway.

His suggestion's are the following:

1. Always leave your blinds or shades closed when you are not at home.

2. Always leave a light on in the den or bedroom, to look as though someone is home.

3. When away for a longer period of time always use timers one in the den set for early evening and one in the bedroom for late evening.

4. A police officer I spoke to from another town suggested that you leave a box with junk jewelry and an envelope with approx. $10.00 to $20.00 in singles and $5.00 bills in a top dresser drawer, so in the event a burgler breaks in they find it quickly and easily and are out fast.

5. HOMES ON OUTSIDE AREAS NEAR ROADS OR WOODED AREAS MUST USE FLOOD LIGHTS WITH MOTION DEDECTORS. THIS WAY THE LIGHTS WILL ONLY GO ON WHEN THERE IS MOVEMENT IN THE BACKYARD.These are easy to install where your rear light is now. If you call an electrician to install one, have him install it higher out of reach and this way it covers a much larger area.

6. If you go out leave a radio on.

7. MOST IMPORTANT IS THAT WE ALL ARE THE EYES AND EARS FOR THE POLICE. IF YOU SEE ANYONE OR ANY VEHICLE THAT DOES NOT BELONG HERE AND YOU ARE SUSPECIOUS , TAKE A DESCRIPTION OF THE PERSON, THE VEHICLE AND THE LICENSE NUMBER AND STATE, THEN CALL THE MONROE POLICE DEPARTMENT IMMEDIATELY.

PLEASE DO NOT PANIC , USE THESE TIPS GIVEN US BY THE POLICE DEPARTMENT AND THESE PEOPLE WILL EITHER BE CAUGHT OR GO ELSEWHERE.

Regards to all,
Mark Klein

A MESSAGE FROM RESIDENTS REGARDING SPEEDING DOWN COUNTRY CLUB DRIVE

As residents of Country Club Drive, we would like to make certain observations regarding the speeding issue now being studied by the Board.

First, speeding is definitely a serious problem on Country Club Drive east of the clubhouse! Motorists frequently travel 40 -50 miles per hour on this road. This is undoubtedly caused by the fact that the eastern portion of the roadway is a mile-long, wide, straightaway with very few parked cars, and with no traffic signals or traffic enforcement. This design is more similar to a rural highway than to a private road in an adult community. The speeding endangers walkers and joggers, drivers backing out of their driveways, , and persons crossing the roadway at the intersections, the golf cart path, and the Clubhouse parking lot.

Now that there have been many documented complaints, any speed related accident may also result in liability to our Community unless we take reasonable steps to alleviate this problem.

While community input is always desirable and helpful, the results of a poll should not determine how we address this safety problem. Can you imagine if we let a poll decide the speed limits on our public highways?

In our case, the community voted to install speed limit signs instead of speed bumps on Country Club Drive. The majority of voters did not live on Country Club Drive and could not be aware of the seriousness of the problem. Signs are not likely to be effective given the common knowledge that there will be no enforcement of the speed limit unless neighbors are willing to sign complaints and testify in court against the violators. I can’t imagine that we would want or expect this to happen. The current warning sign near the golf cat path is habitually ignored.

A more practical and effective solution to either speed bumps or signs would be the installation of “calming strips” like those installed at intersections in the nicer town centers. These pavers, installed as grade level crosswalks, tend to alert and cause motorists to slow down.. The same effect is caused by the horizontal asphalt striations that are cut into the highway at the Turnpike Toll Interchanges. Either of these approaches would tend to slow down the traffic without being as intrusive and unattractive as traditional speed bumps. Neither should interfere with snow plowing or require much additional maintenance. The Board should explore these options as part of its hard work on behalf of our community.
