FOR INFORMATIONAL PURPOSES

I am sending the following letter that I just received out to all Regency residents for informational purposes. It is important that you not only know what is happening here at Regency but what is, or could be happenning, just "around the corner." It is your personal decision as to whether you support or don't support the builders application for a variance to build his "Marketplace at Monroe" at the intersection of Route 522 and Schoolhouse Road.

At 7 PM on Tuesday, February 26th there will be a meeting of the Zoning Board at the Township Municipal Building. You can then voice your opinion regarding this project.

Dear Residents of Regency at Monroe:

As you may recall, a little over three years ago, my company appeared before the Zoning Board with an application to try to obtain a use variance for the two corners I own at the intersection of Schoolhouse Road and Route 522. At that time that application was denied.

I have modified the application substantially in that it is now for the six acre corner only, which is the piece across the street from the firehouse. It will not have a gas station, it will not have a day care center and it is much less intense as far as building coverage and parking than the original application.

We are calling this project Marketplace at Monroe and the tenant mix would be of a neighborhood convenience type to address the daily needs of the local residents. I know one tenant, in particular, will be a small boutique type of grocery store which will probably be in Building #2 and there will be a restaurant in Building #4. You will see on the attached site plan that there is a separation between Buildings #3 and #4. It is my intention for that area to have a brick paver patio for outdoor dining in nice weather. At the end of Building #3, the Marketplace will feature a drive-thru bank.

As far as the tract of land that I own behind the firehouse, that is not part of this application and is part of a prior application where we received a final approval to transfer the four lots that we would be able to build to other properties in Town, thus giving the land to the Town for municipal purposes. The fire commissioners in the Town have a tentative agreement as to how much additional land the Town will give for the much needed expansion for the firehouse. If we were successful in obtaining approval, we would immediately begin construction of a sewer line beginning at the lower part of Schoolhouse Road and running to the intersection of Buckelew Avenue so the firehouse could disconnect from their failing septic system and connect to municipal service.

I have had discussions with the township professionals and they asked in the event I did not perfect the subdivision application and transferred density on the four acre tract would the town get it? I agreed that if this subdivision is not perfected I would not come back and seek approval for commercial development on that tract and I would enter into a land bank agreement with the Town in which I would give the Town the land and transfer my four density credits at a later date. This would ensure commercial development on only one of the two (2) tracts that I own and the Town would get the land as previously stated.

We are scheduled to appear before the Zoning Board on Tuesday, February 26th at 7:00 pm. We would greatly appreciate any support you may offer to try to get a much needed (not only in my opinion) amenity in this part of town.

Monroe Township Fire District 3 Election results

On Saturday, February 16th, 2008, Monroe Township Fire District 3 held its annual Fire Election (as did every other Fire District in New Jersey). There were polling stations in the Rossmoor, Greenbriar and Regency Clubhouses as well as the Fire Station on Centre Drive. The total turnout was approximately 600 voters.

There were two public questions on the ballot: The first addressed the 2008 budget and asked "Should the budget for calendar year 2008 in the amount of $ 4,787,882, of which $3,822,658 is to be raised by taxation, be approved?” The 2008 budget was approved by a significant majority.

The second addressed the 2009 procurement of a new fire engine and stated "Shall Monroe Fire District # 3 be permitted in Fiscal Year 2009 to purchase a new fire engine to replace its 1986 fire engine for an amount not to exceed $600,000, $250,000 of which shall come from its current Capital Acquisition Reserve Account, to meet the needs of the residents of Monroe Township Fire District 3?” The 2009 procurement of a new fire engine was approved by an overwhelming majority.

There were two seats on the Fire District 3 Board of Fire Commissioners to be filled by election. There were four candidates running for the two seats. Unfortunately Jerry Kaplan, a Regency resident, was not elected. Two gentlemen from Rossmoor, Ernest Turp an incumbent and Douglas Martin were elected to fill the two available seats for three year terms

(EMAILER'S NOTE: I hope the results of this election doesn't discourage Jerry for running again for a Fire Commissioner position. I believe he has the qualifications to be an excellent Commissioner for the township as well as representing Regency. Jerry knew that if he did become a Commissioner his job might have been eliminated since he was proposing the consolidation of all the fire districts into one, which would include the removal of some of the Fire Commissioner positions plus some unnecessary duplication of expenses which would have lowered the costs, or should I say our costs.)

MESSAGE FROM THE HIKING CLUB

CHANGE OF DATE: Our first hike will be on WEDNESDAY, FEB. 27, at the Monmouth Battlefield State Park. I apologize for any inconvience this change may cause.

PLEASE RESPOND TO THIS EMAIL: It is very important that you respond to this email so that I will know that I read and entered your email address correctly. Please read through the entire message below before sending your response. I need to know how many people will be going on our first two hikes. If I do not hear from you, then I will make a call, but I hope that I do not need to make many.

First Hike: As indicated above, we will go for our first hike on Wednesday. In the event of inclement weather, the hike will be the following day (Thursday). Please let me know in your response (see above) if you will be going on the first hike. I am attempting to arrange for the park's historian to give us a brief overview of the significance of this park. He may be willing to lead us and explain as we go along, but I do not know yet if that will be possible. Please bring whatever water and food that you think you will need. Please meet in the parking lot on the Pro-Shop side of the Clubhouse by 10 a.m. Directions and information will be provided at that time. The hike will take about 1 hour for the first part; afterwhich we will return to the Visitor Center where there are restrooms and picnic tables (wind and temperatures permitting). The second part of the hike will require about 1 to 1.5 hours. Most of the time we will be hiking in open fields or along side orchards. This should be a relatively easy hike especially since there will be a break between the two segments.

I want to thank all of you who attended our organizational meeting today. The turnout was great and much larger than I had expected. Altogether, we have 47 people on our membership list. Please keep in mind that some of you will have conflicts with some of the dates. Others may not have a conflict but do not wish to go on a hike due to the destination or the difficulty of the hike itself. To help with your decision making, as much information as possible will be provided in advance.
