Response to the Letter from the Tax Assessor

We are aware that the letter recently sent by Mitch Elias, the Tax Assessor
of Monroe Township, has left you more confused than ever as to what happens
next. We want to assure you that your Steering Committee, and your legal
team, are on top of the situation and we hope to clear up some issues next
week with the named defendants in the lawsuit. We are hopeful that by the
end of next week, if not before, we will get back to you by email, or in
person, and provide you a full status report as to exactly what's going on
and where we stand.

As to the letter, in our opinion, it is a political stratagem carefully
written by an attorney to solicit your support prior to the coming election.
The letter suggests the Township is prepared to lower your assessment. That
is a welcome statement, long overdue. But, the rest of the letter is highly
deficient in any details. The statements about approvals required by the
County Tax Board and/or the State of New Jersey Division of Taxation just
confuse the issue. Their approval is required in all such appraisal
adjustments. Why would the author of the letter believe it necessary to
mention this requirement unless he thought his offer might not be approved
by these agencies? Please remember that this is the "political season" in
New Jersey. As the leaves begin to change, the air becomes rarefied, the
planets align differently, the sun begins to orbit the earth, and strange
things tend to happen in the world of New Jersey politics. (There is a
little bit of the poet in all of us). In an effort to keep you informed
prior to the actual election, your committee sent out a very brief
non-partisan questionnaire on September 21, 2007 to the candidates of both
parties who are seeking election in November in Monroe Township. It focused strictly on issues we believe are pertinent to achieving equity in your tax
bill-----property assessments, revaluation of properties, and taxes within
the Township.

Councilman Gerald Tamburro, Campaign Manager for the incumbent Democratic
candidates, declined to answer the questionnaire, citing the fact that the
topics were currently "a matter of litigation before the court." The
Councilman enclosed a letter from the Township Attorney which emphasized the
same principle. What we find confusing is the Tax Assessor, who was not a
recipient of the letter choose to respond to the first two questions of that
questionnaire even though the questionnaire was never sent to him. We are
still awaiting the response of the Republican candidates.

To try and clear up some of the confusion the letter has created, as we've
indicated in the past, we are aware of absolutely nothing you can do,
procedurally or otherwise, before February 1, 2008, at which time you should
have received your next real estate assessment notice, which will be for the
calendar year 2008. It is at that time, and through April 1, 2008, not
before, you can submit an assessment appeal for calendar year 2008. If some
one points to another community and says they got tax relief earlier, please
be sure that all the facts are the same before you start wondering why we're
telling you otherwise. Each case might appear similar but there can be
material differences that add and remove possible remedies to an issue. The
advice we're providing is based on our facts and no one else.

Just be patient for a little while longer and you will hear from us with a
much more in-depth status report.
